A new study by the United Nations makes it clear that the abstinence
education message is making a noticeable impact on the HIV/AIDS rates.


The report cites several African nations where the abstinence education
approach is reducing deaths and new infections. The abstinence program --
called True Love Waits -- has worked in six African countries.

Spokesman Jimmy Hester says, "Statistical information that we're starting to
hear from countries like Zimbabwe and even some from South Africa really are
[sic] affirming the effectiveness of what we believe -- not just True Love
Waits, but the sexual abstinence movement in general."

Hester believes people may be becoming aware of the path of devastation left
by AIDS. "In Africa when a student makes that decision, it's a
life-and-death decision, and they recognize that. And then secondly, they're
living out that decision, that commitment, to sexual abstinence," says
Hester. "They recognize the impact that's going to have on future
generations of their community, or tribe or country."

According to Hester, the abstinence message is just as valid in the United
States, with African countries supporting the proof of its effectiveness.

A study out of Yale and Columbia universities does not share the
optimism of the True Love Waits founders. Of 12,000 teens, aged 12-18
years, who completed the TLW program, 88% had engaged in sexual
intercourse before marriage within six years of completion. Teens who
signed the abstinence pledge also married earlier than their
counterparts and were less likely to use a condom. The rate of
sexually-transmitted diseases was equal to those who didn’t
participate in the program. More promising, however, were the findings
that those teens completing the TLW program delayed their first sexual
encounter by 18 months as compared to their peers and had fewer sexual
partners.

In response to the study’s findings, True Love Waits has developed an
ongoing program that supports teens for a longer period of time by
challenging local churches, educational facilities and businesses to
continue the efforts of TLW in promoting sexual abstinence until
marriage on an ongoing basis.

I don't see any google references to any scientifically supported
studies on TLW's data out of Africa, but seeing how bad the program
bombed in the US, I sincerely doubt it could do any better there where
the big problem is many young women are raped if they 'wait'.
